As the Grunder Industries Fleet of Particular Justice comes into orbit they try to make it clear that they are not here on thier usual mission...

To each of the supply ship's bridge appeared either a councilmen or a Vuist. They gave instructions on where they were building, and helped navigate for them. And so, the ships were evenly distributed into twelve different parts of the planet. The ship carrying the mining equipment was sent to the part of the planet Benjamin owned. "The borders are from there to there, these are the parts we will be building." Nosferatu looked around carefully, and picked up what appeared to be an intercom, to reach the people. "Attention Paxans. The Xap council has signed an agreement. These ships are here to help us, do not be alarmed." Nosferatu looked down at the holomap. "First off, I need the mine built here," he pointed, "And a weapons factory built right next to it."

Nosferatu watched as the ship dropped off the materials, and wordlessly smirked as he saw the building commence. "A city coordinator will be here. He will guide you on how the city is to be built." Nosferatu stared as the mine and factory were constructed.
A half an hour had past, and the city coordinator had arrived in that time, mapping out specific instructions on the holo map. The mine and factory were complete. Nosferatu opened a portal and stepped out. He had much work to do.All over the place, cities were being built by the Fleet of Particular Justice, supervised by the assigned City Coordinators.

The City Coordinator was literally aghast. "We had technology before... But never like this." He shook his head, and continues to map out and create and upload blue prints.
