The Bio dilter has the effect of :  eradicating any DNA that it's not programed to accept.

How is that a no? It's basically a way for him to make sure no one allowed to use a certain technology dies, it's actually pretty normal.

It isn't limited to restricting the use of technology. It can be used in warfare. You just shoot at the person, eradicated. You can use it as a field. What is the restriction, Hawk?
