The same as Dema, several colony capital and an escort of the Apollo, Demeter, Ananke, and Gaia coming with them. Because they could not find any sentient life on the planet with scans they sent a team consisting of several ZPAA armored soldiers, a diplomat, and a scout.
They landed on the planet and begun to construct the buildings sent in from orbit, first hab-buildings, then air purifiers, and finally food production and shield generators. The diplomat and the scout went searching for other life on the plains.

As soon as colonization began, the Sage Hall rose up high into the air, a barrier surrounding the area within a ten mile radius of it, as if protecting itself.

The Zarethians, a magical race themselves, looked on in wonder, and the Diplomat tried to see what was going on in the hall, but was unable to gain access.
The colony was being built by workers and used magic to create/bring down the equipment.
Just in case, they built shield generators.

The shield stood firm. The Zarethians would have to colonize outside the Sage Hall.

Which they did. They did not try to penetrate its mystery. They respected magic, and even had a few sages with them.
