Title: Limit to amount of ships

Well, it doesn't really make sense to have like seventy continent sized ships. Since you'd need people to be on said ships..

Should depend on how many planets you have, therefore how many people live in your empire.

Yeah. I'm thinking about 2 continent-sized ships and 10 ships the size of a small country per planet.
