I'm still a bit confused on the details of requesting a planet, but here I am implementing what I know. If you would like to, could you please clear me up on our limits?
In the same solar system as Nap, there is a gray, baron planet. Its name is a variation on the Icelandic words tómt heim witch literally mean empty world. It has no mountains, and not very many hills. It is mostly gray rocks and gray soil as far as the eyes can see. Underneath that is a thick extremely dense layer of dirt that no one has ever dug deep into, or found it worth digging into. It is also really cold on the planet. The atmosphere is barely breathable, and even though you could survive for months in it, it can make you sick from the little oxygen and other necessary gasses.
It should surprise no one that this world was always overlooked, and never settled. Everyone deemed it useless. You couldn't tunnel, you had to import bare necessities, and there was nothing good for mining. There is one thing really good about Tomtiheim. The soil is some of the most fertile in the Kalak galaxy. The Empire to discover it, soon took advantage of it by setting up a small colony. They added atmospheric greenhouses, and used water recycling techniques to save resources. Many other alien races settled in the colony. Individuals,and families (not entire populations). Klaysangeelii is just one example of the many who settled.
Now the colony has a lot of buying and selling going on in it. Legal and illegal. They officially only export soil and crops, but many one on one deals go on in the background. Lots of smugglers go their for work. The entire population is around 5,000 or less.

Generally speaking, we use Empire requests for planet creations, since they're usually owned by an Empire.

And with the only making 2 thing, is that per account or per empire?

2 Create-a-Planet tokens per person. You don't need to use them up right away, I just used both of mine up within the last two weeks and I've been here a while.
