1.How would the Archive know that he is a war criminal?
2.The Alliance is disbanded.
3.Usually when a group that brands someone as a war criminal is disbanded their crimes are no longer held against them.

The Archive is in the business of knowing everything, doesn't matter, and the fact that Lord Montreal performed said war crimes still exists, just because he's not wanted for them doesn't mean he's they're not held against him personally.
