Still can't find a picture that works. I'm just going to describe him via UR style epic run on:
He's normal height; has comparatively short, light brown hair; a narrow, stern face; white, but tan completion; dark blue eyes; ectomorphic, yet muscular body; ect. Also, keep in mind he's young for a Zarethian, but not a baby like Hawkeye's. He'd look like a human in their late twenties.

 Personality:
   Zaigen is a legend for his iron will. He's the kind of guy that you can't force his hand into anything he's unwilling to do. He's filled with determination, and won't take crap (or propaganda) from anybody. There's even a joke going around that he'll go out telling a Lorcar to F off. It actually came from a real event between him and a Lorcar, but that's fro another time.

   Now this could seem to be terrifying in a politician, but he's more then just iron willed. His motivation is always what's right. He stands up for others before himself. He's had multiple charities, and the main point in the campaign is to help the poor. He is highly respected for this reason.

   The combination of these two things is great for any politician. It helps to eliminate corruption and help the government in general. The trouble is that this combination also creates one of his greatest personality flaws. He has this nagging, a messiah longing. A need to save the world. It harshly interferes with his personal life.

Biography:
Do you know what it's like to fall down when you already have nothing? Do you know how much it hurts? Do you know what it's like to have no one there to pick you up? No help from anyone but yourself, or to wish you were dead? Do you know what it's like to have to watch everything and everyone you love stay down? Well Zaigen did just that.

 He was eleven and a half. Those days any Zarethian would remember. Those were the days when the formidable mist of locusts descended upon the home of the Zarethians. They ate everything and everyone they could dig their teeth into. It was worldwide chaos, and the only thing anyone was doing was running away.

 One of his most horribly vivid memories was running through the city, trying to reach the evacuating ships. He knew they'd be leaving soon, and also that the Lorcar would be hitting the city tomorrow at the latest. The adrenalin pumped through his veins, and he wasn't sure if he would make it. He was scared.

 He was one of the lucky ones though. He got there along side some other people, obviously not from the slums like he was, carrying supplies. Zaigen was now fastened in his seat for the launch. He looked out the window, and he could see people he knew. People from the slums. They were running for the doors, but something was wrong. The doors were closing. Why were the doors closing? Why were the engines starting up? The ship was going to leave without all those people! It had let the people of wealth or status waltz right in, but when it comes to the homeless or low class the doors snap shut?

 It took thirty minutes to start up the engines. Thirty minutes of pounding. Thirty minutes of crying. Thirty minutes of people shouting, "Let us in!" behind sound proof glass. Zaigen had to watch it all, and he had spotted his parents right in the middle of it.

 Zaigen wasn't cold. He pleaded with the security guard to open the doors. The guard refused, even though the boy was in tears. The guard forced him into his seat, and locked the safety harness over him to keep him from pressing. Zaigen kept pleading and pleading, but it was all to no avail. A dense cloud began to appear in the distance. The ship was ready to leave, and it began to lift off just after Zaigen had seen his father and mother ripped to pieces.

 Once the ship had gotten far enough from the planet, there was another problem. There wasn't enough rations to go around. In the rush to evacuate the Zarethians had left much behind. This included enough rations for the entire on board population to survive until more could be produced efficiently. One man on board came up with a brilliant idea to handle this: freeze the cryogenically. When in cryo the excess population was not a factor in survival efforts. The ship did happen to have enough cryo fuel to last around two hundred years.

 The Zarethians had three groups of people they put into cryo: volunteers, draftees, and the handicapped. Zaigen was selected for cryo because of his outbursts right before takeoff. He was said to be emotionally handicapped, and would need to be cared for or he would get in the way. They didn't have time for that. They needed to put as much distance between them and the Lorcar as they could in as little time as possible.

 It was only a blink to him, but 207 years is like that in cryo. It was still a long time, and he was hospitalized for extended cryo weakness and his mental health. After he was let go from the hospital he spent years in therapy. During this time he heard a spoiled civilian say, "I wish they had never let those hoodlums out of cryo. While it didn't make him feel any better, it began to make him think. The poor had been abused in this incident, and crying would do nothing. That comment helped him to strengthen emotionally, and forced him to become the strong, stolid man he is now. After a while he decided he would try to do something to make money. He studied basic economy and business from a textbook he found in a garbage disposal, and opened an drink shop. He also made a point of only hiring people who were poor, and donated most of his proceeds to the poor.

 The drinks were a luxury that many rich people had lived without, and because of this it was a huge success. He quickly was the owner of a business that was thought to make him wealthy, but he spent all his extras time redistributing the wealth. He did not want to become a rich snob like many who had been saved.

 Years after his business had become a hit, he decided to change his approach. He wanted to help the poor, but he didn't think there was anywhere else he could go with the business as far as helping people, so he took another approach. He decided to become a senator, and make sure the incident on Xergin would never happen again. He would do this by becoming a member of the Zarethian Senate. So he studied for a year at one of the best schools on Tefflin, and now he intends to run.

 Weapons: Magic Level:
Zaigen never was the greatest magician. He never needed or wanted it, but he has it still in an out of practice way. Magic spells to make him look better to a crowd was never something that he found tolerable. His main magical ability now is sensing when others are using magic, especially the audience influencing kind he hates.

Zaigen's main principle is to try and do as much as possible to help the poor. Weather it's keeping tax from destroying them, making welfare type programs exitable practically (or maybe existent at all), or making sure anything necessary for survival wish not guaranteed by a buy in he's interested in helping. He's also anti abortion. If you asked him he'd say that unborn Zarethians were the most discriminated against group of people in the Zarethian empire because they were the only kind that their genocide could be mindlessly justified. He would also say that they were the most innocent because they hadn't lived long enough to do anything wrong. Um, lets see, he's neutral on Gay marriage. Not a big issue for him.
OTHER:
He still believes the rich need rights. He doesn't think the rich should be thrown from their wealth, he just thinks that everyone needs a fair chance in life.

Also, most people don't know he's a survivor of the Lorcar attack. To most people he just showed up one day as someone who owned coffee and soda shops.

I think senate. Legislation fits his motives better.

Couldn't we all win? It's just, I was thinking since it's a Senate and Council there has to be multiple people.

There is no 'general assembly' for the Zarethian Empire. The Senate and Council control the empire's matters but the different provinces have laws, courts and other stuff of their own. However, if the senate or council says jump they have to do it.
