Notes would arrive at each of the houses that had families missing. Notes with very specific instructions on them.
You want your kids back? Come to these coordinates. Donot bring soldiers. Donot bring ZPAA, DONOT bring weapons of any kind. Just come alone and by yourselves. Coordinates for what seemed to be Empty Space would be displayed.

Several of the familes, the mothers and fathers sent the notes to the government, which spied on the coordinates via satellite. They went there.

What they would find is a large barrier with an enviroment similar to Teffilin on the inside, and their kids inside of it. Every last one. And a note.
Your kids have been freed from where they originally were and brought here.

The Government was immediately informed and they teleported people inside the barrier and teleported them back to a government facility to check for any harm.

There was no harm at all to the kids. In fact they looked well fed and well cared for.
But there was another note on one of them.
Beware. Mann is not who he seems. Something about him will cause your government to fall apart at the seams.

The kids were still scared as hell, though. No amount of friendly treatment could help that they were stolen by strangers from their parents. The government sent the kids back to their families and then took little notice of the note. They were already checking out that possibility.
