Should the 3 day rule apply to invasions and not home building? Or does it apply to all actions?

Any action brought against another person unless its disputed OOC then it has to be resolved which is infuriating.

But if it is brought on a world that is uninhabited? then what?

Alright. One more day to go then. Does that apply to building homes and using them on and off as needed? Just to clarify, since I wasn't sure about that aspect of the 3 day rule. Hiro said it applied to all actions.
