It had been been nearly over eight years since Eli had died. The North which was once known as Heaven had since then gone through a period of mourning, followed by a period of confusion, finally a heightened excite of reformation, and eventually they moved on. Though Hikari refused to. She believed that the once powerful Eli, 'God,' was too powerful to have died by that monster Plex, and for that reason she now ruled The North in Eli's stead. Not to take it over as her own, no. But to make sure it was preserved in the way Eli had preserved it. For the time when Eli or his successor the next Creation would arise to claim it. Hikari held the belief that Eli would return so firmly that not one rule was changed from Eli's former ways. Even the rule about neutrality.
Though Hikari herself would have loved to help any and everyone she came across including even the sinners, and those that were sent to the South. She knew that Eli had to have had the neutrality rule in place for a reason, and that if Eli should return, that rule should still have been upheld.
Was is it mentioned that Hikari also went somewhat insane? When The North had been restored, there now stood a statue and quite large shrine for the fallen God Eli, right in the center of the realm its self.
Because for Hikari...
Eli was her secret crush. Her love. Her only sin.

After it was agreed amongst the Seraphim that Hikari was to take at least an interim spot as leader of North, the higher angels sprung into action, spreading the news of a new leader of North. No name was given to the populace, but they were told that a large gathering was to be held later at the sound of 7 horns to announce and reveal their new lord.
As the Seraph Tepper readied the Honor Guard for the ceremonies, several others prepared Hikari for it.
