A Zarethian military vessel, a frigate bearing the colors of the Council was waiting in the depths of space, orbiting the dwarf star of the system and waiting for the allies to arrive.
Onboard were all manner of individuals, shipmates, officers and politicians waiting for the ships to emerge. Half of the Council was sitting in the ship's captain's quarters, guarded by black and gold adorned ZPAA troopers. They were were wearing all sorts of colorful garments, black and gold, red and blue, etc. They were, talking heatedly about the Anrufe.
Suddenly, a bell rung throughout the ship. One unfamiliar with the Zarethian culture would suspect that they were under attack, considering the alarm claxons. Red lights spread throughout the ships, casting everything in a panicing red light.

Then a deep reverberrating voice spoke through the intercom. "Attention, crew. Tea time. That is all."
And promptly, each and every individual except those doing the most dire of tasks, pulled out their tea cups/flasks/drinking tubes and simultaneously began to sip their daily delicacy.

The Mother Hydra came out of slip-space, a bit of a ways from the Zarethian ship. It twirled through the vacuum like the creature it was based upon. Inside Ralfzar, now an Admiral, sat in the captains chair. In front of him Smith and Mercer workers tapped on keyboards and pressed colorful buttons, presumably just trying to look busy. This probably had to do with the two Shoggoth warriors standing to either side of Ralfzar. Fah had sent them along to represent Ra' Kath, in the event of a war pact or any other such things. So far, all they had done was put everyone on edge. They had not spoken to anyone and when they looked at someone it seemed almost as if they were thinking of creative ways to kill you. Ralfzar tapped a button on his chair and opened up hailing frequencies. "Attention Zarethian vessel. We have received your message and arrived at the specified coordinates. Are we waiting for anyone else or are we to begin...what, exactly?"

A man's voice answered their  transmission. His was deep, tired and gruff. He bore the air of a war veteran just slogging it out despite the fact that they were in space.
"We have sent a message to the Mechera as well, we have several important subjects that we wish to discuss in a secure location."
The man speaking at the end of this line was none other then the leader of the Zarethian military arm, the high admiral, war hero of the ages and savior of the Zarethian people Addler vas Vacon. His hard face was lined with gray stubble and chiseled with wrinkles. His salt and pepper eyebrows were furrowed together as he held the microphone close enough for him to speak.
"There have been incidents."

A Gateway, a Division, four Spies and four Fortresses came out of a warp, following the request of their Zarethians allies. This was...The Reserve Fleet. All of the Mechera ships not currently in a engagement.

Addler looked out at the fleet in surprise. He didn't expect them to bring so many ships. He shrugged mentally, he would never fully understand these machines.
"We've called both of you here today in order to bring somethings to your attention. The first of which is that we'd like to make our alliance larger... more powerful. The Zarethian government has seen fit to ask for several other empires to be allowed admission into the alliance and to renew the alliance's contractual agreement."

One of the Shoggoths turned to face Ralfzar. "Bring up a view screen." His voice was cold as steel. Ralfzar did as was asked of him and a small hologram projected up from the floor, at the Shoggoths height. The Shoggoth stepped infront of it. "His lordship Ra' Kath would like to know what sort of terms would be included in this contract"

"The terms would be a matter of vote, obviously, but we wish to produce a united, armed alliance. An alliance where all members can trade freely, will be supported in the event of a war and determine intergalactic foriegn policy. In short, a united confederacy of independent systems."

A single K Empire ship, notable perhaps for the giant hook-like structure built into the top of it, appeared at the scene. Inside were diplomats from Helios, as well as Fiske Tyris, prince of the K Empire. He noticed shortly before the ship arrived that his magic had been taken away, but he figured it was simply due to an AM field in the area. The moment the K Empire ship arrived, it broadcasted a transmission to all ships:

This is a K Empire Hook class vessel, containing representatives from both the K Empire and the planet known as Helios. Our ships were in the vicinity of Helios when it's people received an anomaly, perhaps a message, from this area. We have come rendering assistance to the people of Helios.

The forces of UCH followed the K ship in a large one of their own plus groups of three cannoned bombers, Stalburfugal-like transports, and Iron Dragons. The bombers and Iron Dragons had weapons ready in case of attack, but unfortunately for the heavily magic based dragons there were no weapons online. Also, their windows, which in fact were a magic spell to make objects invisible, were disabled. They were forced to use technology, something they didn't like. They also would know this was no mere AM device due to the properties of the ships not letting AM through.

"What's going on?" an agent asked Fiske.

OOC: Guys this is before the magic switch was flipped off. You should still have magic.

The Zarethian forces were initially surprised by the new arrivals, not knowing where this Helios planet was. The only person on the vessel whose face did not show of shock was Addler, who simply raised a salt and pepper eyebrow. He had recieved word  from a mysterious letter that others, including a force from the planet of Helios would be arriving sometime into the meeting. He had disregarded it initially, the unknown sender being sent from his mind by various diplomatic functions.

"Bring them into the universal comm array." He ordered nonchalantly. A young officer keyed in a few commands and the hologram of the Helios and K Empire delegates were shown on the screen along with the Mechera and Ferrarian diplomats.

"Welcome to you, friends you have arrived just in time." He said calmly. "The purpose of this meeting, as I have informed our Ferrarian and Mechera allies, is to establish a sort of intergalactic governing system. A system in which all factions remain independent but are forged together with the bonds of friendship, trade and mutual military protection in the case of war.  An alliance that would help establish order and peace in the united realms of our empires, no matter how large or small, how weak or powerful. In this alliance, as I stated, each empire would remain independent, with only the most minor of regulations passed, and a senate of representatives from each in order to put vote to important decisions." Addler paused and waited for their opinions.

"I see," Fiske replied, "I believe there was once a similar alliance in this dimension, though I don't know much of it. Some time after the rule of the Sage Three, a good twenty years ago? Regardless, I must ask, what power would this alliance pose?"

The Iron Dragons were the most amazing ships in the area. They flew with such grace many may believe they were in fact living creatures. Carrying many magicians in each one, all showing off with magical spells of their current emotion, mainly excitement. The second, fear, allowed the dragons to disappear and reappear from senses and sensors, seeming to fade in and out of reality. They boasted Heliphlein power and grace, and were by themselves a great resume for the People of Helios.

The Heliphlein official had no qualms with this whatsoever. This had worked well in their confederation back home, why couldn't it work on a larger scale?

"The power of freedom," said the official. "And the power of peace."

"What power would this alliance have?" Addler chortled and smiled slightly at Fiske. "Well, as you can imagine, with all of the empires that would join, each would look out for its allies as well. If one member is attacked, the others will help. This help doesnt have to be in bodies or ships at the ready, but supplies, support. The ammount of help and what kind would be up to the individual empire. If there are six or so large and powerful empires protecting one another's interests because it also benefits them... well, you can imagine the economic, political and military sway the organization would have."

Addler nodded. "The meeting here today was to make people aware of the possibility and the Zarethian's wish to create such an alliance. If possible, it would a very, very good thing if the proper planning of the alliance's role, structure, etc. would begin as soon as possible."

"As fitting a place as any, I suppose." Addler nodded after some consultation with the members of the council off screen. "My people will arrange the meeting building, if thats alright with everyone, and send out the schedule and coordinates." He looked at each of the representatives, gauging their reactions.

The Zarethians keyed over the coordinates to Westhot and turned to leave.
