Something was happening in Tefillin's slums and undergrounds. People were... Disappearing. The rate at which it was happening, and the numbers at which they vanished were suspicious to say the least. Tefillin's homeless, it's druggies, pimps, it's scum... They were vanishing.
With a large city to play in, the second it seemed the disappearances were happening in one place they changed to another. Rumors abounded of serial killers, vampires... All kinds of crazy ideas. Some suggested Zarethian government were rounding them up, and the words population control were used to the horror of some.
Hate ran a tight ship, and encouraged the rumors by spreading a few of their own. They had no idea Tefillin would have been such fertile hunting grounds.

The reports of missing people in the capitol went through the roof. Many numbers of people were reported, drug addicts, worried family members and friends, all coming through the police headquarters to report their stories. At first, the government played its part. Nodding and writing down these reports as though they were somehow important in the larger scheme of things. It was even worse when the police chief looked through the various files on these missing individuals and found out that most of them were worse then nobodies, the bottom dregs of society. Societal excement that most people didnt want to think about when walking their pristine lives. It wasn't until reports actually became numerous that the police did something about it.
Each and every Zarethian has their own magical signature, a fingerprint of sorts. These are almost all recorded and sent to the government for them to keep tabs on individuals, and to trace when cases of kidnapping or other illicit activities are thought to have occured. The chief ordered the investigation of these disappearences and set about tracking the magical signatures to their owners.

They found three quarters of the signatures were dead. But they rest they couldn't find. It was almost as if those signatures had ceased to exist... Or changed.
