Embodiments have physical forms. Without that they would not fucking exist. Hikaru is trying to say they are literally the force. Like all Asura is; is swirling time. No. She's a physical avatar with complete power over time. That's what the Embodiments have always been.

Embodiments have always been the force itself put inside a body (actually even that's not entirely true, they don't necessarily NEED a physical form). The forces that the embodiments are all were originally part of the Perfect and were given life.
