I think planets should start out owned as follows
Stariana, New Dragon Moon go to Orpen Tideus Empire
Earth, Boarder Line = Alliance
Asteroid Field = Aralangs
Outerverse = Zharael
Pax = Bellicus and other species

This isn't about organization, Hawkeye. Everyone starts with two territories that they request upon the creation of their first empire. From there, we have numerous unowned territories. Those unowned territories are contested, and eventually owned.
