Someone can have all the tech I requested for the Coven. I changed my mind at making a tech empire.

Wrong, the Archive should get it, hell they're practically the only technological empire that could create such things.

Kivith, from what I've seen, this is a 'first come, first serve'. Hawk was first, considering Hikaru outlined no specific conditions, so he would be the one to get it. Should'a came sooner if you wanted it.

He does still bring up a valid point, Red. The Archive and the Aralangs are really the only empires on the board with the means to make something like this. Hawkeye's empire, to my knowledge, doesn't even have a home.

True, but Hawk cannot easily get one, and if he does, he'll probably have to do so via warfare, which will invariably p*ss off the empire he took it from, thus calling them to a attack in spades; in the case he actually gets a planet, he likely wouldn't be capable of keeping it. Heck, I dont think I could keep one(besides Elmora, but thats because of the extreme environments; not many would be able to land on most places of the planet and survive easy).

It wouldn't be that hard to get if he'd try actual diplomacy, instead of just popping up randomly and saying "Can I have your planet? Pretty please with a cherry on top?"

What has he to truly offer in exchange, then? Diplomacy is a long, painstaking series of negotiations, but if you have nothing, you can give nothing. Without a planet, the rules have already limitted him in the extremes. He'd be hard-pressed to actually create anything worth the trade without anywhere to do so.
Besides, in many cases, he's asked for only small portions of land, not whole planets.

He has plenty to offer. Diplomacy isn't about offering objects to trade. That's marketing and/or bribing. Even a homeless man on the street has plenty to offer someone looking for work in exchange for money. Or in this case, a place to live. Diplomacy is about interacting politically with another group, either through agreements regarding various topics, the trade of goods and/or services, or even simple friendship between two groups.
If Hawkeye would bother to use actual diplomacy instead of begging, not only would his empire have a home, but he'd have plenty big enough a force to be able to take over a planet and defend it.

Quite frankly, he doesn't need it in the first place...Yeesh, give the others a chance. And while Hawk cant make it IC NOW, perhaps he could put it on hold until he gains a place to do so. He did claim it first...

I suppose you do have a point there, Hiro. So, if Hawkeye can accurately describe what the tech does, I'll give it to him for use once he gets territory. If not, it goes to Orpheus.

Orph can have the tech. However as a condition for him having the tech he may not interfere with Lesh.

If the TPF gets approved, this topic'll be null. So whether Orph gets it or not, rests on that.
