Frigates don't need to be requested Gaser. The only reason I was requesting them was so someone couldn't call bull later if I used one.

Oh, wait. Sorry. Didn't see that. Well, you don't have to request frigates. The only ships you have to request are capitals and up. Approved.

You don't have to. If you have a capital ship, you should be able to have frigates, as long as you requested the technology for said frigates.
