Like since the Aralangs have advanced technology they wouldn't be able to start with magic, but could learn. By meeting certain requirements.

This is also altered by racial differences as well. Like, as I believe was said in the previous GE, humans have very little, if no magical ability.

But you should also take the time to look for the fairies, embrace the wind and enjoy the rain. Just once today, stop for a moment and look into that little piece of nature you pass everyday. Perhaps you may see something you did not notice before.
