Sitting in his office Ken began to write on pen and paper, not on computers some new laws that he was thinking of drafting.
1.AM, IAM and any variant of it, including injectable is now outlawed.
2.The emperor is allowed under certain conditions to pull soldiers from the military to serve as his bodyguards/aides if there is no one else suitable.
3.The emperor can call off military action with only ONE approval. He need not ask both Thel or Gregory, only one of them will suffice.
4.The Emperor has the power to utilize the military if the need should arise. (Such as if he believes terrorists are among the people)
5.Any Grunder Industries Products, weapons or other similar equipment are to be destroyed unless they are in possession of someone the Emperor Ken Atlas Authorizes to have said equipment.
6.The laws regarding mercenaries are now amended, allowing mercenaries to operate here with automatic weapons if needed.

Typing it up on his computer Ken then sent it through a special system Victor had designed for him that was not compatitible with standard Narrikian stuff straight to Gregory with the heaviest level of security that he possibly could manage. Just to be on the safe side he also programmed defenses into that email to stop any interception.
