It had already started by the time the Outerverse battle was over. The blackness that had been sent by Hikaru to the negative charge encompassed all of Hell, crafting it into whiteness. Radical, having been preparing for his leave of Hell, saw the whiteness and chose to craft the illusion world into power. The blackness from Iroku literally warped Hell, causing it to completely leave the Negative charge.
Where did Hell go? It became the new South.
