Rob was a member of the Guardians, a powerful watchgroup of the dimensional plane who served to help people. He was in the Era Village on an investigation when it was dislodged from time. As such, he has survived for hundreds of years there as a normal villager.

The large amounts of fillers is getting annoying though. Granted, the Rebellion arc was actually fairly good, this new arc does not seem promising.
