Empire Description: The Theroginians are a clan based group of people but their empire has a smooth, streamlined bureacratic system. Also known as a dictatorship. Or, rather, its God Emperorship. See, there are twelve clans who regulate most everything in their respective districts but the leaders are part of a councilor group that basically advises the GodEmperor of Theron. However, they become leader by participating in ceremonial and vicious duels. Whoever beats the current emperor in a fair bout 'transfers his soul' to that body. Obviously this doesnt actually happen but its good for propoganda and religious purposes.
