While the celebration Zelini was organizing was supposed to be held on the anniversary of Plex (at least, the anniversary by some standard of time. According to Galactic Standard Time, the anniversary wasn't for another half a year, but by other standards it could very well be that the anniversary was approaching.), it seemingly had gotten a little kick start with the revival of the dead, who took to the streets to dance and sing and rejoice.

Their really weren't that many dead on Pleasure Planet. It wasn't a permanent home, most remains from the dead were usually sent to Tefillin. Only a small number of dead would rise from morgues.
