Updating some things. Here's a changelog of what I've/we've done so far. Keep checking back as we make more changes.

- Update info topics (10% done).
- Archived The Library (50% done) -- a wiki will possibly be installed to replace this.
- Removed "No Justin Bieber" and no ponies rules.
- Condense request boards into two sections ("Requests" and "Accepted Requests")
- Reorganize staff section archives.
- Update news box (10% done).
