It contained plans to take over Coalition owned worlds should the Coalition disband. And it had the word Active on it, as the IG had begun to carry out the plan.

Phase 1:
Send out ships to take surveys of areas, and begin conquering.
Phase 2: Confiscate all research/tech that still exists.
Phase 3: Move civilians there, along with some of the armed forces to ease overpopulation. 
Phase 4: Eliminate Mann. Something stinks about him. We aren't sure what, but he is getting to be too powerful among our allies the Zarethians.

A response was sent.

"Not authorized unless these territories lack any presence. If they are contested by a unknown empire, attempt to diplomatically resolve the situation before attacking, if contested by a allied empire attempt to provide aid to them. If uncontested take it, and allow no others to take it from us.
As for the Zarethian government member, you are not to touch him directly. Unless there is hard proof, you are not to do anything against him, and even if there were, you are to forward it to the Zarethian government for them to sort out.
And next time, please refrain from initiating a plan like this before I have reviewed it."
