Modification to the rules

I am suggesting a slight change in the rules. Instead of 5 ships per person per week, they may request 5 ships per empire per week so as to keep the requesting fairly constant.

this would create an inbalance of power allowing the member who control 2 and 3 empires to get more ships.

i.e.- Say i own Grunder and the Relorians and i have an alliance between them (Because they are both mine) and i get to request 10 ships per week and i decide that XanaCore is pissing me off...so now i have these 2 empires with a navy twice thier size and quickly overpower them...this would also count as god-mod

To easy to cheat the system. I vote nay.

I'm afraid Rage is right. While it does provide a bit of a damper to users with multiple empires like myself, it does prevent manipulation of the OOC system to create an IC advantage, which would not only be a form of godmodding but would also be metagaming.
Seeing the world through a child's eyes is truly a unique experience. It helps you to retrieve that sense of awe, magic and wonder that you lost as you lost your innocence. Tell me, when was the last time that you thought of those childhood dreams? You know, the ones that you used to spend all your time wondering and fantasizing about? Have you forgotten them so easily? Have you forgotten what it felt like to see something for the first time, to see the magic in the mundane? Everyone says you should take the time to 'Stop and smell the roses'. But you should also take the time to look for the fairies, embrace the wind and enjoy the rain. Just once today, stop for a moment and look into that little piece of nature you pass everyday. Perhaps you may see something you did not notice before.
