I don't think he needs to request another empire for the Veldorians. Hiro did let Hawkeye have Veldorians in the Machera dimension. Wouldn't make sense to have to request the same empire again just because they're coming back. It's like saying that I have to request the New Aralang Empire just because the current Aralangs have been drove out of the SP dimension and then they returned.
