Project Super Soldier
An attempt by the scientists of the Black Guard to create a better soldier, one that is in every way faster and stronger than your average man, since they have been losing due to the quality of their people that they put out there on the field.  A serum has been invented by Victor that can grant someone resistance to small arms fire, 300x their normal strength and speed and also flight, heat vision and a few other abilities such as tactile telekinesis. Oh and the last thing done is that this serum is very addictive making the person affected do anything to get more. It takes 5 doses before the full amount of power comes into the person as well.  This also grants them the ability to control technology by altering a part in their brain that would normally allow for Psi, into something that can control tech. Users of this can only use tactile telekinesis, their magic and the abilities it grants. Did I mention it heals them up slowly,  physically and causes their body to resist most known biological weaponry?

Yes, but so is Lyoko's weapon of Mass destruction, Project Cerebrus which I see NO reason for you to have approved. It is OP in everyway, and this was made as a sort of counter/protection against it.
