1. Holy Fire CANNOT be used by a Leviathan or a Kaleshonin or whatever the hell beasts you have there. Like you have God Fire as a 'special fire that only some can use." Holy Fire is the same. It is a Phoenixes MAIN flame. Where other creatures have regular fire, Holy Fire descends from the Phoenix (who in legend is a holy animal of mythology.) It also in a way their blood. Which takes the form of liquid fire that turns red like mortal blood when out of the body. (You know like humans are blue then red, etc.) The color it takes is like someone took pure gold and melted it. As such though, some mages have been able to copy it, but not CREATURES. Your monsters would not be able to use Holy Fire, think of another name and color for what fire you use. Gold is HFs signature color. I've yelled at Hawkeye for this countless of times. It is a fire of the Phoenix.
2. True Names are allowed, and perma-death at times is allowed if the spirit dies (though they can still re-incarnate in true reincarnation.) But to use true names to permanently kill someone just like that? That can't be allowed. Otherwise you could kill anyone by just using their true name to make them stand there looking stupid and another name to rip their spirit out. There's got to be a limit Orph. No insta-deaths. No matter how annoying Hawkeye intruding is.
3. Hawkeye, like Orph owns God Fire, I own Holy Fire, etc. We all make our own rules governing them. As such, Celestial Magic was of Oprh's creation, follow his damn rules on how it works or don't use the magic.
There's common magic and elements. Then there's the special magic types and elements. You must follow how the creator intended it to be used, people. It's not locked, but use it like it's SUPPOSED to be used. If you don't know how that is, ask the person that brought it into the RP.
