8 years ago the Fioans attempted to make relations with the Mechera. They had likely been ignored simply because they neglected to speak Common and instead spouted out some Fioan at them.
This time they decided to send another diplomatic ship.
Greetings Mechera Empire this is the Fioan Ship MOR requesting a diplomatic meeting

A Mechera Space-Traffic Control Officer heard the signal, and responded. She thought back to her first day on the job, eight years ago, when the Ferrarians had first became known to the Mechera, and the final discussions of their Alliance with the Zarethian Empire had occurred...Hopefully, these talks would go nearly as well, considering that those were two of the Mechera's greatest allies.
[That is a acceptable request. Please dock your ship at the Casino Station, which is where most of our diplomatic talks occur]

The ship docked and out walked the Fioan Diplomat, a white fox Fioan with clean cut hair and a set of golden and red robes.

He was greeted by a Mechera employee of the casino, who said,"I presume you are the diplomat Space Control told us about? If you'll please follow me, I shall lead you to one of our diplomat councils."

"Right right..." The diplomat followed closely, admiring the general mechanical work of the employee. As a Fioan government worker it was demanded he had at least a basic knowledge of alchemy and engineering so it truly was a marvel to see a real live mech at work.

"Here we are. If there is anything you shall need from here out after you are finished in here, feel free to ask any of our employees."I The Mechera said, before continuing down the hall. The room itself looked rather ornate, and sported what appeared to be a large roulette table, though it was large enough that anyone who sat at it would have plenty of room for whatever they decided to put there(the roulette itself was normally sized, and in the center). As well, a single Mechera was at the opposite end.  He motioned for the other diplomat to take a seat, saying,"Welcome, welcome! Is there anything you'll need before we get started?"
