Kaleb in his description said that there has already been an excel tournament before. Doesn't that mean that someone else is currently the user of the strongest magic in existence?

No, the previous Excel Tournament took place in the OK, Emily Zzot was the winner by default because Kai tried to kill everyone, K2 died, and Hikaru lost to K2323.
