Name: Rezick T. Doros

Race: Tidean (With cybernetic enhancements)

Biography:
Needing to create a Tidean who could handle cybernetic enhancements Narasan had a family give up one of their own and that kid happened to be Rezick T. Doros. When he learned who the kid was he approved and the kid was taken to a genetic facility. His brain was altered so that he could use telepathy on a whole new level and control machinery with his mind along with digitalize things by firing eye beams at them.

His skin was modified to be harder than steel so that it could not be pierced and so that his soul could not be stolen without someone who could reach into him.  The modifications had the side affect of taking away his ability to run very fast. Training in the code of the ninja  was given to him in order to provide him with an unfair advantage over anyone he fought.


 
Weapons:   Digitilazation Blasts, Energy Whip, Scan Laser and gauntlets that fire focused photon beams from them.  He also has a circular shield that is as hard as curicite and can be thrown as a projectile weapon or absorb the energy behind attacks into it.  Copy Laser - He can fire a blast from his hand at something that has been digitalized forming an exact duplicate of it but under his control.

The Digitalization blasts create A digital copy of everything inside whatever is blasted and Rezick can form that at will.

The Scan Laser is a tech version of the digitalization blasts. The Energy Whip is like a coiled rope of energy attached to a handle.

Equipment: He has a standard issue 8 Gauge, a few flare capsulate grenades and a weapon called the gauntlet which fires a high energy photon beam at his opponents.

Appearance:  
He wears a grey marine outfit that has no insignia on it. It has a device in it that allows it to mimic the insignia of other groups temporarily so that he can complete his missions of stealing technology or obtaining it through legal methods.

What's Tech Level? What do the digitalization blasts do?

You specifically said that he is not good at directly fighting his opponents, but yet you say he can fight with a melee weapon. Which one is it, and if it's the latter, what weapon?

You never answered my questions. What the Tech Level mean? What does it mean to have a Tech Level of 3? What do the digitalization blasts actually do? What does it mean to be digitalized?

Tech level means the level of tech he can currently control.

As for your question
The digitilization blast forms a digital copy of whatever it hits. Then that digital copy can be created in reality by Rezick and used for his own personal wishes.
