While Ryan Deanc has been declared the new "emperor" of the Narrikian Collective, the fact is, under the new Narrikian framework of law, the Emperor is only a figurehead. Ryan is, however, also the Interim leader of the Narrikian Collective until such a time that elections can be held. I have attempted to explain the Narrikian structure of law below.
I. Republic Government
The highest form of government in the collective is the Republic Government, governing all providences. It operates in the Narrikian Capital of Sun City, Memorial. It's five sectors are described below:
A) Governmenta Legislatias
1) Duties
a) Legislative branch of the government, ordained to create laws within the boundaries of the Constitution Narrikia.
b) Declaration of war, with the approval of both the Emperor and the State Minister.
c) Appointment of the Emperor.
d) Approval of the Czars of the State, as appointed by the State Minister.
e) Various other duties defined in the Constitution.
2) Restrictions
a) May not promote any form of commerce.
b) May not remove an official from power without the vote of the people.
c) May not execute, judge, or maintain law.
3) Organization
a) That within the Narrikian Collective's legislator, there are House Parties. Each Political Party registered with the Office of Politics is given representation at the
legislator.
b) Each Legislative Election is carried out at a district level, and the electorate votes for one candidate per party from their district, so that each party has a seat from
each district.
c) On any given vote unless specially specified by the majority otherwise, each House of Party is granted a number of votes on any issue, with those votes being cast
however each party chooses to do so.
d) The number of votes each House is granted for any issue is determined on a proportional scale, based on the election results of State Minister prior to the start of
a Legislative Term. The party of the State Minister at the start of the term is granted the majority number of votes, and the other parties granted votes proportionately
based on party standings in the election.
B) Ministry of the Republic
1) Duties
a) Executive branch of the government, led by the State Minister, the First Minister, and the Second Minister, who compose the Council of Three.
