Nobody knows where it came from. It literally just appeared in a medium sized city one day. Nobody remembers it not being there, but somehow nobody really remembers seeing it either. The Apartment Complex is a dimensional anomaly that appears for every good messenger board.
HOW THIS WORKS:
Cartoon physics have taken over. Normal laws of the world go out the window.
Your room magically transforms into your description.
If you don't take the time to describe, you are given a random theme.
The Owner is a shadowy individual named Hector. He will appear at my beckoning for plot.
Despite dimensional breaks, there are still only sixteen rooms, four on each floor. Hallways seem to stretch on forever, but they actually just have portals that loop to each other on each end...

Room 1, Floor 1: Zai (Theme: Janitor's Closet, 150 sq. ft.)
Room 2, Floor 1: K2323 (Theme: Large lounge/bar, lives in a creaky, dark, attic loft above the bar. 2000 sq. ft.)
Room 3, Floor 1: Hikaru (Theme: An infinite nexus, blank white as far as the eye can see. Unlimited space for Hikaru's things, though not pretty to look at. Infinite square feet.)
Room 10, Floor 3: Red/Hiro (Theme: Door opens to an pocket dimension above the actual building. It is completely invisible from the outside, but not from the inside much like a one-way mirror. It gives a fantastic view of the area. The edges of the dimension are completely transparent, furniture seems to float. 800 sq. ft.)
Room 12, Floor 3: UnStellar (Theme: Abandoned and run down theater in a dead dimension. A real fixer-upper. 25,000 sq. ft.)
Room 13, Floor 4: Orga (Theme: An enormous stone, medieval castle. It has four tall towers with exquisite bedrooms, and many dungeons and feasting halls. It's always night, and the torches never go out. Mysterious things creep in the dungeons though. It's never been fully explored, unknown square footage.)
Room 14, Floor 4: Bladeswipe (Theme: Upon opening door, there is only a ladder leading up to a cozy, though dusty, loft. Through the windows one sees an old, old world with a dying sun and beautiful moon. 600 sq. ft.)
Room 16, Floor 4: Lyoko (Luxury Suite: Extravagant furniture, hard wood floors, hand carved wall mouldings. Three bedroom suite... Inexplicably has half a dozen luxury cars on display for decoration, mostly Cadillacs. Though they are display, they still function fully. 4000 sq. ft.)
